4 cod fillets (5–6 oz each)
1 lb baby potatoes, halved
1 tbsp olive oil
1 tbsp butter
3 garlic cloves, minced
1 cup heavy cream
1/2 cup chicken or vegetable broth
1 tsp fresh rosemary, finely chopped
Salt and pepper, to taste
Zest of 1 lemon
